Fire risk assessment

Hi, as part of the new licensing rules for hmo’s we are being asked to supply a written fire risk assessment with our licensing application. The house is a standard 2 storey building and tenants are 6 students on a group tenancy contract, all are friends and no bedroom doors have locks. As far as I can see in this circumstance a fire risk assessment is not required?
