I wonder if anyone could give me advice.

I have a tenant who lives in an avenue next to a small independent infant/junior school.

As you can imagine it can be quite noisy at break times etc but my tenant was prepared to put up with this. However, it now looks like the school is expanding by buying out 2 more houses either side and are also looking to block up the local road inbetween to enable them to join up their buildings and create a large playground.

What rights do local people have to stop this happening? It is a quiet residential area with a large retirement community and already we have problems with parents picking up and dropping off their children without adding more rooms/play areas...and presumably more children!.
