damp work room at a time?

I have a 2 bed terraced house with minor damp problems. In 2 areas there is fuzzy plasterwork about one metre long in each case.
I have offered to take the plaster off, put in new damp course and replaster.
The issue is the tenant wants me to do one room at a time.
I am reluctant to agree as this will involve my builder going twice as many times, when he probably has to go 3 times already.
If it was the whole room I would be more sypathetic but it is quite small areas affected.
What do people think?
