Water charges

We own house split into two flats with one supply of water. Yorkshire Water have sent us bill for over 900 going back to 2006. Charges are based on rateable value and not metered. They say they cannot charge tenants as only one supply. Same tenants have been in flats since before start of bill. Can they legally do this?
