Housing Benefit payments

As Letting agents in a high unemployment area, we have adjusted to Housing Benefits going direct to tenants and then they pay us.
Some tenants cant manage these benefits so we treat them as "vunerable tenants" and the local authority agree to pay us direct.
Housing benefit is paid 4 weeks in arrears and as long as the Landlords are aware of this everything is fine.
We always have a Guarantor attached to the tenancy so if theres a problem the Guarantor pays the rent until the benefit comes through.
I have been told that some local authorities are paying Housing Benefit to the tenants or agents weekly instead of 4 weeks in arrears.
Is this true?
