Do the following Clauses within a Tenancy Agreement provide an acceptable alternative to the approved Tenancy Deposit Protection schemes currently available?

[i] A Retainer Fee of 150 per tenant is to be paid before the tenancy starts. This Fee is non-returnable.
[ii] A monetary Reward of up to 150 per tenant, less the cost of any damage, cleaning, loss of keys, etc, will be assessed at the end of the tenancy.
[iii] The monetary Rewards will be sent on to tenants approx 4 to 5 weeks after the end of the tenancy.
