New Rules on Bedroom Space

I am wondering about the new rule about bedroom sizes that I was reading about in the RLA newsletter. It seems to say that when a family group has additional members or when they turn 10 years old (and 18?) they have to have more bedroom space and the landlord has 18 months to 'remedy' the situation. How does the government expect this to be remedied - it will not be possible to build extensions to most houses or make additional bedrooms in the loft space? Do they expect landlords to rehouse the family? How will that be done by a small landlord like me with only 3 houses in different areas of the country who have invested to fund their pension? Won't this lead to more homelessness, which they are already blaming on private landlords, and discrimination against families and even against women (just in case they have a baby).
