There is a seriously blocked drain causing problems with a row of 5 terraced houses. These are all privately owned I think, but are ex council. The local water authority and the local council say it is not their responsibility. The access point to the drains is in the front garden of the house next door to my property. It needs a 'gulper' to clear the blockage, and I have been quoted £650 as a starting point for this, potentially more depending on what they find down there. I am reluctant to spend this much when it seems to be a shared problem and shared responsibility. I have tried the local Environmental Health but they just pass me around. Any ideas? I live some distance away so have no relationship with the neighbours.
