Right to check and named tenant

Hi, I had a tenant in a property. We employed the services of a letting agent on a tenant find only service to find the tenant who is a single male. At the time,. the tenant did say that his girlfriend may join him in the property in few months after the start of the tenancy.
Surely, few months in, she has joined him in the property. She is not liable for any rent or deposit - he pays 100% of the rent.
What do I have to do in terms of the AST or any other documents, for example right to stay?
The agent has approached him asking for £400 to do a right to stay check and add her name onto the AST (which he thinks is excessive, and so do I as a matter of fact!).
Would appreciate your help in this matter.
