How will be the best way of doing tenant checks under the new law? It concerns me that landlords will have to pay for checks, and then have to pay multiple times for tenants who back out before taking up leases.

I am a director of a block of 40 flats, and I am concerned that subletting landlords may skip doing adequate checks. What could I advise my fellow directors about this?
