Tenant Fees - proposed measures
I notice the following from the guidelines - see below.
Does this mean that we cannot charge for End of Tenancy cleaning?
Most AST's stipulate that it is a Tenant's responsibility to return the property in the same state as at the start of the Tenancy. In the event that they do not do so It would appear from these guidelines that they can't be charged for Making good the cleaning and for related issues.
As far as Pets are concerned, they will have taken over a house free of fleas, should they not return it in this state? Could we insist that they provide proof of purchase of an approved Flea control program as a condition of having pets in the property. The products would need to be approved by the Landlord . As a retired vet I can state that not all flea control measures are equally effective. It is also true that they are not cheap.
I suppose that there is nothing to prevent from charging a higher monthly rent if the Tenant wants a pet.
Examples of banned fees then would be:
Charging for a guarantor form
Having the property de-flead as a condition of allowing pets in the property
Requirements to have specific insurance providers
