Liability: Cleaning Company or Agency or???

After our previous tenant moved out, our agency made arrangement of getting rid of left behind furniture and cleaning the place. The new tenant moved in and a couple of days later, he complained about bedbugs. A first inspection report states, that there are bedbugs present and that it is unlikely that the new tenant brought them in, since there were dead, smashed bedbugs found on skirting boards and walls.
If these smashed bedbugs were there, shouldn't the cleaning company have cleaned these up? Or at least informed or warned us about it?
Is the cleaning company or the agency liable for any cost of bedbug treatments due to their lack of informing us about potential bedbugs?
