I uhave just heard that under the Localism Act it is proposed that councils will charge council tax on all empty properties therebye removing the current 6 months exemption period.

Did the RLA have any involvement in the consultation earlier this year?

As well as the empty period itself, what about when a tenant leaves a property before the end of either their tenancy or their notice period. Also where possession is sought from the courts of a property where the tenant has disappeared. In these cases, the landlord will now become responsible for council tax as soon as the tenant leaves even if the tenancy has not ended!

If they are going to bring in this change, should not the chargeable person also be changed to the person who has legal possession (Not the correct term maybe) of the property rather than 'Occupier' as is the case now.

Do you have any information on this proposed change and are you lobying regarding its implications?
