cap on rents

This morning I watched Ken Levingstone and Rachel Johnson review the papers and they were both of the opinion that it would be a good idea for rents charged by landlords to be capped and (on another programme later this morning) Ken also said that there must be a cap put on rents that could be charged by Landlords.

Not once did he refer to the overheads (mortgages, repairs
maintainence, regulation etc) sustained by landlords

Are we going back to the days when landlords could not afford to maintain properties or could not remortgage them because of the unrealistic rents paid and the properties available to rent dried up?
