section 8 or section 21 ?

Tenant has been with me for some time but, over the last 8 months, has been getting later and later with rent and, after a lot of chasing, always comes up with some excuse. One month, he simply emailed to say he didnt have the rent and would pay the arrears of over 4 months, without even an apology. Tenancy has now gone onto rolling notice as he doesnt want to sign a new tenancy as he is trying to get onto his mothers council tenancy in the hooe that, when she passes, he can move his family in there. As i have a mortgage to pay, i am fed up of the uncertainty every rent day and feel that the trust has died. Which is the best notice to serve, S 8 or 21 - or should i issue both ? Probably going to sell the place after renovating it anyway. Many thanks for any ideas.
