I have a city centre based flat and my tenants are demanding that I replace the wooden framed windows with UPVC ones. They are claiming they are draughty and there is mould forming on the inside of the windows. I have offered to visit to check them out and looked if additional insulation can be applied. I strongly suspect any mould is the result of them drying washing in that room without adequate ventilation.

Is their regulation with regards window the minimum standard of windows and am I being unreasonable refusing to replace them without looking t alternatives?
