Gas Pipe Sleeving

A new gas meter was recently installed in one of my properties built around 1970 and the installer flagged up the fact that the pipe going through the cavity wall is not sleeved. I know that current regs require this but can't seem to find out anything which says if this has to be done retrospectively on properties which were built before this reg came in - 1998 I think. Incidentally the meter has been changed before and the sleeving issue has never been identified as a concern, nor has there ever been any comments from the gas engineers doing the annual gas safety inspection.
