Dangerous electrics

I rent houses for which I have elec certificates. My daughter has just moved into a flat with dangerous electrics, I just got a shock from a light switch, and the agent came round with some tools and 'fixed' it without even turning the fuse off. The letting agent says it does not need a certificate. A previous reply says if "three or more sharers". In the property are my daughter, her boyfriend, and their small child. Does this mean three or does the child not count? What can we do about the condition of the electrics?
