Adequate Loft Insulation demanded by Local Authority

I have received a Schedule of works from the Local Authority after a tenant complained to them.
The schedule states 'Hazard - Excess Cold(2)' Lack of adequate loft installation.
Remedial work required: Lay additional loft insulation to achieve total overall thickness of 250mm.

The schedule advises that the council can enforce this as it is a hazard under category (2).

Is this threat from them justified. I did not think that lack of loft insulation was a hazard, and that the landlords must comply with this Notice under the Housing Act 2004.

Can someone please advise me correctly.
