Old tenant is returning to house and sleeping on sofa

At the end of Jan a tenant checked out, handed back his keys and 'left the property' after giving his notice to leave.

However it has been brought to our attention from other tenants that he is coming back into the house late into the evening, sleeping on the sofa and the leaving early in the morning.

I can not be sure if he still has a key to the fornt or back door or what is likely that as the house is an HMO often the I am aware that people leave the back door unlocked and he may simply be coming in that way.

Of course the solutions are:
Change the locks to te front and back door
Insist that the tenants lock the back door at night.

However excluding the above do I have any grounds to call the police if he is found to be sleeping in the living room during the night given that no body has given him permission to do so?

Any advice would be welcome?
