We have recently let a property to 3 people, who are not family, they are simply sharing. When they contacted the local council to amend the council tax bill, they were told that because there are 3 of them, it is classed as a HMO and the landlord is responsible for all council tax. I was under the impression that a HMO was 5 or more?
As well as this, the council, for some reason, have the letting agent down as the correspondance address and so won't discuss the bills with us, even though we own the place!
If anyone can advise if a HMO is 3 or 5 that would be great!
