fire risk

i am about to engage a letting agent to handle a property for me, upon their inspection for rental valuation, they have informed me that they cannot let the property as there are some polystyrene ceiling tiles on the living room ceiling. ( it is a basement flat, part of a converted house) and this represents a fire hazard and untill i get this fixed they will not deal with the property in question.

The property has just been purchased with the view to letting

are they within their rights to do this?

is their a requirement on me to ensure that i have a fire risk assessment carried out on the property.
