Fire Safety Certificate

I act as the Secretary of the Management Company of a property that comprises 4 small 1 bedroom maisonettes, one of which I own.
The communal areas are a small front garden and staircase.
I renewed the Buildings Insurance some months ago.
The prospective purchaser of the property upstairs has asked to see a copy of the Fire Safety Certificate.
I have told him that I do not have one as the new regulation brought in October regarding this refers to businesses and HMO's, as far as I can gather from the web. The purchaser also tells me that because they don't have the certificate the Buildings Insurance is also invalidated.
Can anyone clarify the situation
