Gas certificate in kebab shop

I am a letting agent and have been asked to manage a property that is split into a 2 bed flat with a kebab/pizza shop below.

I have instructed a corgi gas engineer to carry out a safety certificate on the flat and the shop but he says he cant do the appliances on the shop as he requires a commercial certificate book, of which he does not have.

I have tried phoning several gas engineers to carry out a safety test on the kebabs shop appliances but they refuse to do so as they have not supplied these appliances.

Is it actually the landlords/ letting agents responsibility to ensure the checks are in place for the shop premises or is it down to the leaseholder?
