I have agreed to buy a house in Manchester. We were hoping to have exchanged by now for completion on Monday. However I am seeking clarification on a point before I proceed

The property is an ex local authority house. In the deeds is a covenant which states " Not to use the property or any part of it thereof except as a private dwelling house with out-buildings"
We wish to buy this house &let it out as an HMO to 4 students. I have asked Manchester City Council to clarify the situation but they have so far been unable to do so.

Can you please advise if this is a risk and if so should we therefore withdraw from the sale.

I would appreciate an urgent reply as we need to complete on Monday
