deposit and prescribed form

I have just been sent a deposit in the post from a tenant who lives in Hull. She decided on a flat which she saw yesterday. I intend to register the deposit in the custodial scheme. She does not intend coming to manchester until August 1 st when she moves in to the flat . She has not therefore signed the prescibed form or recieved the terms and conditions doc yet. I cannot issue these or give her a tenancy agreement until her cheque clears/
I can send them all to her but they need signing etc which has to be done within 10 days. What do I do?
Also loads of the info req on the prescribed form is duplicated on the RLA tenancy agreement. Couldn't it all be incorporated in the tenancy agreement?
I also think that while the rla agreement is crystal clear, easy to understand, the terms and coditions of the deposit scheme are not. Does this not make our Contracts now "unfair" ?
it's an admin nightmare really.
