Parent paying deposits

On the RLA tenancy agreement it states the following:

IF YOU ARE NOT A TENANT BUT YOU HAVE PAID TOWRADS THE DEPOSIT, PLEASE READ AND SIGN THE FOLLOWING DECLARATION.

It goes on to say ...if there is more than one tenant, each of us agrees to the appointment of teh tenant representative, as set out in paragrpah A9. If there is just one tenant, I authorise the tenant to deal with the deposit.

I presume that if there are moer than 2 parents paying deposits then they should also be added here, but more importantly, these non-tenants bond-payers (!) are not signing anything, so how much weight does it hold legally?
