contract /deposit scheme

Your assured shorthold TA states that deposits can be withheld and used to pay utility bills outstanding on the property which have not been paid by the outgoing tenant. As lndlords who rent predominantly to students we have been told by university student accomodation office that we can not withhold deposits for this purpose, as the utility bills are in the name of the tenants and it would be illeagal for us to settle them.
We are in process of amending contracts to include deposit scheme information and need to know if we should include clause similar to clause 7 of you assures shorthold TA or whether student aacomodation office is correct and we cannot withhold deposits for this reason.
please advise
