Hi,

I have a property converted legally to flats. The house is 2 storey high, no loft conversion.

Set-up is as follows:

2 x 2 Bed Flats
1 x 1 Bed Flat

One two bed flat is being shared by 2 separate un-related couples.
One two bed flat is being shared by 3 separate un-related single people.
One bed flat is being shared by 2 separate un-related single people.

Is this a HMO? Do I need a License?

My understanding from the flow chart on the site, is that a house with more than 4 un-related tenants is classed as a HMO.
