Do I need an HMO licence?

I own one flat in a converted georgian house in Bath which I let to a professional couple. There are 5 flats in all and it's a 5 storey building. The only shared area is the hall and staircase, all flats have their own kitchens and bathrooms. 3 of the 5 flats are now let, soon to be 4 flats let. I struggle to understand whether I need a licence and if yes does the building need the licence or do each of the 4 landlords need one? Are you able to advise?

I've looked at the RLA flowchart which appears to say no I don't need a licence but my computer won't show the full width of your page so some key words are missing.

All help gratefully received
