unauthorised repairs

My tenant has a history of getting unauthorised repairs done and deducting payment from the rent.
They nearly got away with replacing 3 windows with new double glazing.
The latest was to remove a bees nest in the garden.
The boiler has now stopped working 10 days before the end of the tenancy
and we are concerned that they may get someone in to replace it without us knowing. Obviously the tradesman would not know that they were only dealing with a tenant until the job was completed and they tried to present their bill.
Any ideas how we could prevent this happening, and what would the legal situation be if it did happen.
They are in arrears with the rent and obviously have no intention of vacating voluntarily.
We cannot afford to replace the boiler due to the financial problems our tenant is causing us. ( I know we have a legal obligation to do so )
