I have served my tenant S21 and are waiting for the expiry date. I have inspected the property and have agreed due to the poor condition it will need to be re-painted & new carpets fitted. I have said I will take responsibility for getting the work done and will charge the tenant for costs incurred.

However the tenant is rejecting this approach and is stating they have responsibility and will get the work done.

I am not comfortable with this as I believe the tenant may do the work themselves with cheap materials and done badly.

Who ultimately is responsible? Am I able to overide the tenant's wishes here and insist I get the work done? Does the work need to be done before the tenant leaves?
