Council "advice" is to stay put!!

i have tenants who openly admit their son is a problem - loud music, swearing, etcetc - i gave them notice section 21 two months before end of tenancy, and they admitted they wanted a house rather than the apartment they are in at the moment. They also said they were actively looking for a house with a garden etcetc.
Now with two weeks to go, they have not found anywhere "suitable" and the council have advised them to stay put, until the bailiffs move them on! The council obviously don't want the problem of housing my tenants, but I cannot afford the hassle of taking them to court, and waiting endlessly for a result then having to get the bailiff in.
Do i insist they go? How do I get them out?
They are DSS by the way.
any ideas??
