Problem Tenant

We have a problem tenant who has not paid the rent for the past 3 months. She has moved in a girlfriend who is not part of the tenancy contract and we have also found out that she has a couple of large dogs which she is not allowed to have under the terms of the contract.

Our Plumber has just gone round to do the safety certificate for the gas as this was due. And after several attempts she has now allowed him into the house. The boiler is unfit and he has therefore turned off the gas supply for the heating. Within half an hour of this being done, she has immediately called the environmental health who advise we have to get it fixed immediately regardless of whether she has broken the tenancy contract and regardless of whether she has paid rent. If we do not have the money to get the appliances fixed due to not receiving the rents, they will get it done and bill us.

Please advise what you suggest we do.
