I have a tenant who I have had to serve a section 21 4 (A).

1) I have been told that the local council has asked the tenant to stay in the house after the expiry of the Section 21 4 (A), until an eviction order is made. Can a council legally advise a tenant to do this?

2) The council has sent me a letter asking for information why the section 21 4 (A) was issued and if there are rent arrears, so that they can make a decision on re-housing.

Can I refuse to answer the letter?
