Where to i stand legally in the following situation?

I have a tenanted property in which British Gas have refused to fully undertake a gas safety check until some works are done to improve access to the boiler, and do some work to the external overflow pipe.

My tenant is very difficult, and wants to dictate proceedings to her timescale (which in itself is not a problem). The problem is that the situation has been an ongoing battle for builders to get access for a few months now (since September/October). With no gas safety certificate, and potential liability falling on me if anything was to happen, am i allowed to enter the property and allow my builder to undertake works without her permission - she refuses to have anyone in the house without her there, but her availability is such that it will probably be delayed for another 5-6 weeks if i wait on her.
