My letting agents sent my tenants a letter telling them they would be visiting the property to do a home check. However, no time was specified and they turned up and tried to access the property with their set of keys. They later claimed they couldn't enter the property with the set of keys they had and the tenants should provide them with another set, which they will re-imburse. I have tested the lock with my keys, with tenant present, and the lock doesn't seem to have been changed.

My question is are the agents allowed to enter the property without the tenants being present?
