absentee tenant

My property is let out as a joint tenancy. One of the two tenants is leaving and the other one said he intends to stay but is abroad at the moment, due back mid February as far as we know. We have said that if he does not find a new person to take out a new tenancy with by the end of Feb then he will have to move out. Februarys rent has not been fully paid as the tenant in the Uk cannot afford it all on his own. We do hold a deposit. My real query is what happens at the end of Feb if the absent tenant is still not in the UK?? What should we do with his belongings and can we take possession?? The UK tenant has served notice for himself and we have acknowledged that with a letter stating that the current tenancy will end at the end of Feb. We have texted that letter to the other tenant. Any help appreciated.
