We have lost our only two TDS cases on the premis that the check-out forms were not signed by the outgoing tenants.

In both cases a large amount of damage was caused by the tenants.

In both cases the tenants did not turn up for the arranged check-out appointment and therefore we could not gain a signature on either of the forms.

Why would a tenant agree to sign a check-out form if they know that they will receive their deposit back if they do not sign it, no matter how much damage they cause?
