Hot water not hot enough

A tenant is complaining that the hot water in their shower is not hot enough. It is hot enough for them to shower and is working but they are complaining and insisting that I send a plumber to make the water hotter.

Is this something that must be done? I do have a plumber going in next week to issue a new CP12 but I would like to know if they ask him to do any work regarding hotter water in the bathroom whether I am liable to pay for the works or the tenant is. I feel there is no need to do the work and the hot water is sufficient.
