Denied access for inspection

We (my self and my wife) have an assured tenancy agreement - which took a great deal of time and money to set up - and, over a year since signing, I have requested access to inspect the property to ensure that the responsibilities of all parties are being kept up (e.g. maintenance needs). I gave two days' notice in writing.

I have been denied access, in writing, by the tenants on the grounds that they regard this as intimidation and quote "protection of harassment act 1997" and maintain that I do not have a right to just "'check up' on our home" and that it is their legal right to refuse access.

The situation is rather complicated, the relationship between ourselves and the tenants is frigid due to events connected with the setting up of the tenancy - it was formerly a service tenancy agreement.

Is it at all possible that they could have legal grounds for such a refusal?
