Tenant causing damage in HMO

We manage a 9 room HMO. We have had reports that one tenant is deliberatley damaging the property and causing life threatening criminal damage. he has been seen changing the wiring on some electrical sockets, has changed the wiring on an extractor fan in a bathroom and last night was seen blocking the boiler flue. the other tenants have insisted we remove him straight away ar the may take some other action. (its not clear if they mean they will remove him or if they will leave the property.
where do we stand legally if we try to exclude him from the property?
