I have the council managing a property for me and the tenant that was not paying has left. He has left posessions in there however the coucnil have contacted him and given him notice to move these or else these will be moved out and he will be charged for this (just to try to motivate him to clear the house). However, nothing has gone and the council is asking about getting it cleared.

In this situation can there be a claim under the Tort of Posessions or not? If this is possible then what is the best way to deal with this?
