Negotiating ground rent and property maintenance charges

I am looking to purchase an off-plan property as an investment, but the property maintenance charges and ground rent are outrageously high. Just wondering what kind of room for negotiation there is on this?

Are we stuck with whatever they say, or is there room to negotiate a cheaper price?
Also, would it be illegal for them not to allow it to go to tender to see if a cheaper price could be found if the contract was not yet set in stone?
